 The HDRi is at a lower exposure for maximazing the dynamic range within the 32bit limits. 
You need to increase the intensity in your 3D software to get the required luminance. 
Check the filename to know which multiplier you need in order to get proper luminance for real world camera settings. 
In this case it is a multiplier of "96". The multiplier is only relevant if you want to use the real world camera settings. 
If you only work with standard EV-Settings in your Tone Mapper then you need a much lower multiplier to get proper results at EV0. 
The "HDR-4K-SPEED" is for quick settings and preview.
